Hold on a minute... what do you mean they didn't "lodge a decision", are you saying there is evidence that Courtney Houssos didn't make any decision? From memory, the OPGGS act doesn't actually allow for that, it only allows the Fed member to make the unilateral decision under certain circumstances.
Do we know the NSW JA didn't make a decision or are you guessing because nothing was publicised?
