    Yes, once the Federal Minister undertook to make the decision, the NSW Minister is not allowed to delegate. I am not sure about the 'well played by the Feds', they haven't done one thing "in accordance with due process" since taking office. King and NSW have slipped the noose leaving Husic to take the fall.
