Why doesn't RH apply for the extension to the 'Substantial Commencement' deadline? He keeps telling the market that he has the legal right to do so, and has legal advice that he has good grounds etc...
If the minister does not approve the extension, the matter has to go to an independent committee for arbitration, a committee composed of subject matter experts.
