The one thing I see wrong with this is that its not a ratio issue- you buy $500 worth, you get access to $5000 worth. I believe it should have been a 1 for 1 issue.
For supposedly a tightly held stock, this may backfire. Hope not though. I will be buying what I can afford (already committed elsewhere)
