That's right, genuine faith is only possible for the faithful.

(Hebrews 11:6) Moreover, without faith it is impossible to please God well, for whoever approaches God must believe that he is and that he becomes the rewarder of those earnestly seeking him.

Satan has always believed ''he is'' but instead of recognizing God's love as sufficient reward he sought worship that does not belong to him. This was shown by what he offered Jesus.

(Matthew 4:8, 9) Again the Devil took him along to an unusually high mountain and showed him all the kingdoms of the world and their glory. 9 And he said to him: “All these things I will give you if you fall down and do an act of worship to me.”

You are dodging the issue. Salvation through faith means a man of poor character who has faith is saved by his faith, yet a man of good character, striving to do well, is condemned purely because he lacks faith.

What kind of criteria is that? Who would call that just?
