No expert on the intrinsic details of the tech the IDF and assorted entities use but they do have proprietary tech available.
Whatever is (further) developed by the national defence entities is subject to export licenses which a government branch grants on a case by case basis. If they, the defence complex, ever take Halo and "improve" it, that part of ELS will have to be walled off and we would end up with two legal entities under a holding structure. (I suppose)
The walled off division would only be able to sell to "Friends and Family" after said licenses would have been approved.
