Naturally, the elite have and agenda.

and that is to cull the population back considerably.

Rich in oil and natural resources. Very fertile in this area.

The entire continent has been ravaged and left baron by the elite.

Elite move in for the kill, humanitarian support and most importantly energy and resource concession in regards to exploration.
