The JV partners can buy the share at any time, and they know it thru PE. What they don't know though is what's being offered to COP and by whom. So with that in mind why would you make an offer? Why not let others do the bidding and then when COP accepts an offer, then you can see if it's worth while to PE.
What they didn't count on was COP's desperation to sell at such a low price, and possibly how quickly the agreement went thru.
Sure FAR did say they wanted to increase their holdings, but NOT at any price, BUT 2.20 is a different matter.
