    I see the solution as pretty straight forward.

    Clean up the power grid and electrify everything for starters.

    There will be some twisty bits, for example, processing more raw materials locally can produce more CO2 locally but less globally.

    Regardless, if we are deemed to live outside the tent either nationally or at an industry level, nobody will buy our products or produce. A beef farmer made that point clearly last night.

    The real challenge will be to control desertification and to allocate water. In the longer term agriculture and many other industries will simply have to move to wherever the rain is falling.
