    Again, I don't think you have a grasp of what a strategic plan is.

    It is a committed goal and high level roadmap of how it will be attained. Overtime they will (like any level of government) issue budget initiatives and bills that further implement and outline the operations of the plan.

    Your problem is simply confirmation bias. You've decided without understanding how strategic government goals and plans work that its not good enough, even without investigating the details of the high level plan, simply because you don't like who's produced it.

    Doesn't leave a lot of credibility for you in this discussion, if that's your method.
