    "Considering the basic principle that technology develops at the rate of doubling every 18 months,"

    Based on that theory, existing technologies such as solar, wind, tidal, storage etc will enable us to smash the target in a decade .

    Therefore, it should be very easy for the government to share and explain it's plan with the nation.

    So why don't they ?
