Any investment in renewable energy infrastructure particularly that positioned to produce electricity for desalination or to produce ammonia for fertilizer, chemical feedstock and liquid fuel generation would lead to real wealth creation. That is the investment in the infrastructure positions for a fossil fuel expensive future and leads to a commodotiy production base (read real wealth generation).
This would be more productive than bailing out bankrupt banks and a better investment of taxpayer dollars.
