Someone has employed trading algorithms that will keep the shares on a 15c leash until the institutional investors get the issue of shares approved at 15c on the 11th. Shaws would have gotten institutional pre-appoval at this price so can hardly risk it not being approved if they run too high. Probably what we saw this morning was someone testing their mettle but they got back on top by suppressing the price again. It may not be Shaws doing this but one of the insto's who have been promised shares
