This is a good out of the box question, though an unlikely situation due to reason #2 being that they want to be seen to be as far removed from user data as possible. If they do not absolutely NEED to have direct access and control over the data, they are unlikely to make a move on it.
I mean, that would really be asking for trouble, akin to saying “Hey EU regulator ... come at me. Who cares about GDPR? Come at me.”
