The mining delay is only partially responsible for the decline in the EXT shareprice. The entire spectrum of spec resource stocks are tanking as trading $ head for the sidelines during the current market correction. As expected the small resource stocks normally don't fare well when the market is bearish particularily when it is the big resource stocks that are behind the downside. If things continue to be bearish many of the penny stocks could depreciate substantially more as stop losses bringing on more selling. Having said, at some point they become a buy, just when is the question and how long you want to tie capital up for. I don't think that there is any big rush to re-enter EXT and many other speccies but that is just my bearish opinion. I don't own EXT.
