We need to look back in history to understand why the giant Sumitomo with technology, banks and Japanese govt on its side, didn't succeed with getting any further than a LOI which was twice cancelled or not renewed by the landowners request. Even worst in the legal challenge, "land owners" left Sumitomo side leaving them again no support for land access.
