xandy, the AVQ prospecting licence and the land owner's lease are two separate things. SMM got the LOI but failed to secure the true land owners agreement within 3 months and therefore was cancelled. Instead it has 200 signatures of people attending a meeting, not land access agreement and not the registered owners. The land owners who AVQ signed with registered in the high court and non provokable. The owners did the land purchase back in 1990s, certified at high court and no one can challenge that.
I would say AVQ approach is in favour of the tribes and not the central govt in the first hand. The approach is valid in the view that the agreement with the true owners are essential step, derisk it first before getting the prospecting licence from the SI govt.
Risk is there to take, some will bail and some will take it further. We each decide that on our own. Drake definitely spent $millions on this and take the same risk as the rest of us.
