Thats where the problem lies. So either the Government needs to apply harsher laws for over stayers and the people that harbour them, or change laws that are attracting them here in the first place. Such as welfare in general, welfare fraud (claiming welfare while working for cash, where your boss is usually from same country as offender... ie. Chinese working for Chinese) and lax policy/investigations towards tax avoidance carried out by businesses owned by foreigners or new citizens.
