I agree with some of your post that the TOL will be issued soon but I don't agree the Malaysians are under estimating the social and financial impact lynas will have on their economy.
Lynas is just but one of the piece of the puzzle, it's the sub industries that will be developed in the country the Malaysians will benefit from exponentially.
The tax break IMO is insignificant compared to the upside international investment that will follow!
We are talking about a 40 year ++ operation here, so to say its not that important to the Malaysian gov is a little understated IMO.
