Wasn't it the Europe OCED countries that banned our early supplies of the vaccine from Europe, because in their opinion, our success in controlling Covid fatalities meant we didn't need them?
The supplies were kept for the OCED failure countries in Europe like France, Spain, Italy, UK etc.
