Early last year I said the exact same thing like you about BLK and true enough share price reflected that. BD is not capable of running the show, unfortunately.
However, I think this is a good short term trading stock at this price levels. Plenty of upcoming news flow that may improve sentiment over the next few months. Currently operating in highest ore grade body. News outflow June/July and September. Also depending on who will be taking over at the helm. This can easy double/triple from here. Obviously like you said it is a very high risk high reward stock at the moment.
