Maybe the government is just waiting on the success or failure of provincial governance here in Canada and how that model would work in Australia?
Not sure about the reduced SP only that people aren't willing to wait or grow impatient when news updates aren't provided weekly. I'm ok with updates only of significant importance and know that things take time.
