Would a Merger of CLH and CCP make sense?

I currently hold CLH and have previously held and followed CCP. On a simplistic level given some key CLH executives have recently retired & IMO stock is oversold, I was wondering if a merger of the two would make sense. You could have one lean management team across merged organisation, expect there would be less overall overhead fixed costs whilst also providing instant scale with associated benefits.
