Maybe for some things. There are plenty of obvious next steps that aren't being taken. 3D manufacturing as an example.
They've had one of the meeting, they are waiting 30 days for the minutes. That sounds like a contractual hold up. If it was MSB alone moves would already have been made and progress announced, yet, nothing. It hasn't been their MO to date - and it has been their MO for years at their own stubborn detriment.
I am guessing but it explains a lot.
For all we know, SI has stopped wearing pants in protest to Novartis not signing and whilst the Swiss are quite fruity, they demand to do business with people wearing pants and that's the stalemate they all can't get past.
