I think Weinstein also said buy only when the whole market is on the second stage uptrend, then only buy the sector that is the strongest in the whole market and buy the stock that is the strongest in the sector. Does PRE fit into the criteria? Looks like PRE is developing a saucer pattern which will be completed when it breaks 4.4c, most likely early next year if it happens. I don't think PRE is in stage 2 yet but pretty close.
