if it was such a sure thing, why would he bother to take the law into his own hands - i think he knows the opposition may not carry out this election promise considering the huge legal battle, the public relations disaster for foreign investment confidence, and the enormous compensation payout ( i spoke to some pahang residents and none of them gave me the impression that Malaysia will just close lynas without compensation considering the fear of losing on foreign reputation).
