So the way I figure it is JD thought he could easily achieve funding and couldn't. These new appointments and the capital raise are a more professional approach to obtaining finance (have to wonder why it wasn't done earlier). If they're successful the price will probably go up multiple times what it in now, if not then its back to 3-4 cents. It's a gamble but the returns on success, I believe outweigh the risk.
