If you read it in context of the previous announcements outlining Sinosteel's original complaint and the TOV response, it's quite clear that it's all ok for Harbinger re: anything and everything, including voting rights.

Can't be much clearer than not proposing to take any action in relation to any shares.

You're damn right the whole merger deal will rest on this. Wait for a series of response announcements from MMX praising the decision and Sinosteel complaining.

This is a big hurdle for Sinosteel... and the merger is looking just that little bit better...
