Go back and read some of the Rod Sims comments about Woolworths (back when he was ACCC Chair circa 2012-2014), there's some chance that the ACCC will go pretty hard on them this time, particularly around opening new stores and acquisitions. The ACCC tried the go-soft route in the 2008 enquiry, basically defending W&C, and then Woolies in particular turned around and made them look foolish within a few years.
