The Australian Family Association says Victorian Law Reform Commission (LRC) is pushing an agenda by recommending new rights for gay couples and children.
The Commission has released an interim report on reproductive technology and the law.
It has recommended allowing gay couples to adopt children.
It also recommends enabling lesbians who have become pregnant through a sperm donor to name their partner as a parent.
But national vice president of the Family Association, Bill Muehlenberg, says it is a case of social engineering by the Commission.
"Really taking sides with a few of the smaller players in the overall scheme, and that includes big biotech as well and their vested interests, they're certainly not presenting an objective and balanced presentation to the Government but instead pushing what looks like a minority agenda," he said.
But Victoria's gay and lesbian lobby has welcomed the Commission's recommendations.
Convenor of the Fertility Access Rights Lobby, Felicity Martin, says it is simply the law catching up with the reality of what makes a family today.
"It means that you're removing the discrimination that exists at the moment which is purely based on discrimination around peoples' sexual orientation and marital status and it will create a lot of not only legal but social validity to the existing families and families of the future," she said.
