I am not one to pointlessly defend anyone on management, as I want performance too. But you do know that you can't just come into a workplace, any workplace, on an even footing (Director) with everyone else and just start making changes, firing people, hiring people, cost cutting etc. Right?
No doubt there were decisions being made at the time that he took part in. But if you've ever worked a corporate position you will know that you have to play ball first, make allies, get your pieces into position. This gives him about 20 months of Directorship before the ousting of Rodne and the initiation of CR. A fair play, IMO.
Now, if he were appointed CEO in 2014 and nothing changed or got worse you'd have a serious case. But he wasn't, and you don't.
