If MEU hasn't implemented Amalgamated Expenditure Arrangement (AEA) with the Dept. then again that would be a strike against them. However, given the size, location of the area and longevity of the EL's, I'd say they have.
Being a penny stock they need to focus on what has the ability of returning value.
Most rampers on HC have insinuated how close AT is to production, then willingly roll over when they come out to spend money away from what most see is the key project. This doesn't build confidence, and if we want to see institutions jumping in and buying the stock and increasing the share-price, then the direction and focus needs to be maintained...….it isn't at the moment.

By the professional definition above, AT can not be described as a Brownfields project.
"..drilling is great and with a little luck we can have a few other satellite deposits", at 40 to 60km away that's stretching the meaning of "satellite".
~3000m / ~50m deep = 60 holes / 10 Targets = 6 holes per target. With targets ranging in strike from 400m to 1.5km, this is real scatter gun, spray and pray exploration!!! Note that the average width of and AC hole is 75 - 100mm.
