There must be any number of ways to do it. There would be smarter people than me working on it.
Perhaps, for example, selling off the infrastructure component. WPL is a petroleum explorer, developer and producer. It does not need to be an infrastructure owner- that is not where the money is. There are funds that invest in infrastructure. There is APA etc. Pay tolling instead of interest. Decrease the risk.
