Probably, but my guess is shorting at .5% or so is just a fact of life now and might not reflect a negative concensus.
For example there may be 0.5% shares that are long but just speculating. And they will sell at the first moment of SP strength.
Only saying this because I still believe WPL is being discounted because of Scarborough uncertainty.
