They're are going to spend $16B to develop Scarborough and cross their fingers that someone will buy the
gas in 20 years time.
They can sign all the contracts they like but if the demand disappears then sovereign nations will just rip up the contracts
What will WPL do - ask the government to send out our submarines to enforce the deal. BTW the subs won't be using diesel
