Putin achieved three things by doing this, but starting a nuclear explosion is not one of them
1. take down Ukraine power supply and communications
2. put fear into peoples mind.
3. Let the world know he is not messing around and are willing to do what it takes, but stop short of blowing it up.
Because just think about it, if he blows up the plant, who do you think lives next door….
