Yep agree, that's what was said at the investor day in late 2019 too, SP jumped on that commentary.
But, selldowns appear to be taking longer than anticipated and prices (particularly steel and labour) seem to be adding to capex cost.
I think we all see Q2 as ST catalyst for a bump. Executing asset sell downs to kill any cap raise ideas sends it upwards more than a little bump.
