In WA there are different approvals pathways dependent on areas and risk - some of these approvals are relatively quick in the scheme of things, some are longer because of the time scales needed to assess seasonality. etc.
A large part of environmental impact assessment is understanding the potential impacts before just jumping in.
For example: why is protecting priority or endangered plants important - so many medicines we have today are thanks to derivatives from plants. it'd be a shame to extinct an endangered species that in fact turns out held the cure for cancer, for an ore body that can be dug 50 k up the road.
