I have some professional experience in planning for climatic variability, and IMO a 1% contribution to reducing change with have no observable difference (climatic variability is much greater). Please be very sure to note that making 100% (or similar) difference to CO2 emissions will make a dramatic and measurable (and needed) effect.
Thinking that if we address CO2-induced climate change then we can live in floodplains without being flooded is dangerous and wrong, and immensely economically and socially damaging. And saying that CO2-induced climate change has caused recent flooding is specious, and it directs energy, money and lives away from needed much-responses to real flooding issues.
