Insider selling is not responsible when every company in the industry, world-wide, is following the same trend. Put the Betashares FUEL ETF (which contains Exxon, Chevron, etc.) and WPL on a graph and you'll see the collective issue for all companies is global sentiment. Insider selling at WPL was not a good look. But perhaps those who sold used their industry experience to see the global outlook was likely to get worse before it gets better.
