The TOR have not been agreed because both COP and WPL know they have not given FAR the right to consider PE. Change the wording of the TOR and they have a better chance, that's what they are hanging out for. Playing games, adopting delaying and pressuring tactics hoping FAR will bend and that just ain't going to happen. PC's threat two years ago to just walk away
was BS and not actioned, that's why we are faced with the present state of play in my book.
Meanwhile SAMO remains the main focus for this forum.
