I agree with Hawkish. What is your reason for wanting to buy? Is is to trade, hold, growth, exposure, balancing the portfolio? Depending on the reason to buy, often determines what stock to buy.
While I agree that BHP is a better buy, I need to rebalance my portfolio, so my next trade will be in WPL, because I already have enough BHP and wish to build WPL.
Mind you, if you are going for the long term, you cannot go wrong with either stock
