Don't know much about the oil industry, but from my development experience in the mineral area, it appears from reading between the lines, that if all goes to plan, they will be pumping oil from late this year and be on budget. If run into problems, will be commisssioning in Feb and using all those dollars they provided as a contingency at this very late stage of development.
