Again, not WPL's fault. All sounds like COP's fault.
It's like a guy selling a pristine condition ferrarri that would usually sell for $300k for $50k. Do you blame the buyer for taking them up on that deal? If I were WPL I'd be trying my best to get that deal too. That's not to say it'll come off for them in the end.
