They could have imposed significant penalties against Rio for their careless and disgusting actions, or legislated such penalties so as to completely eliminate any risk of re-occurrence, however they went down the Snowflake path and hamstrung not only our largest national industry, but an entire state.

They have also set a dangerous precedent nation wide going forward.
