One thing you need to take into account triage is that CE and the board do not want to sell they want to see this all the way into production, so on that basis they have the advantage of being the first mover in Trieste. They will run their own game if they can, they don't need any assistance from any of the other explorers in the area.
So on that basis any takeover will likely be hostile and unlikely to be recommended for acceptance by the company unless it would be at a level that it would be irrational by WR1 not to recommend acceptance.
I think there is a bit to play out before we get to that stage, and these discussions are all pure speculation anyway.
