In an ideal world we would get many parties to join in a master plan and wrap the whole thing together. But we don't live in an ideal world, so I imagine that there will need to be a facilitator party which obviously will be WR1. CE and the government counterparts at provincial and national levels and the Cree people can make the road happen, but any party like a lender of any kind will simply make that a prerequisite to their separate deal with WR1. Similarly with other possible tolling customers.

I would expect that CE will be able to juggle a few balls to get the pieces to fit together, to mix a couple of metaphors : )

As you say there's exciting times ahead and I'm sweating on the next announcement like everyone. My speculations are just that, to imagine what juicy developments might be coming.
