Drilling up a resource that needs you to build not one dam but two.
Going underground because otherwise you'd need expensive float.
Big CAPEX $$$$ required because PMET has been so focused on pumpy headlines that they didn't realise at some point the market will want them to turn those drill holes into a profitable mine. Not any time soon and not without great expense.
