It’s a fair point, that may partly come down to just how critical the US considers supply of their “critical minerals” to be.
In this geopolitical environment, the US may be hoping for the best, but planning for the worst.
Not so critical: Sure, put it on a ship from another continent and potentially wave to a confrontational Navy.
Critical: Road and rail from a neighbour.
