Quebec is consistently rated as one of the most mining-friendly jurisdictions in the world, and there are a ridiculous amount of grants, loan programs and tax-incentives both at federal and provincial levels specifically to facilitate development of critical minerals production and processing. It transcends "merely" making money. It's a geopolitical issue for the Canadians, Americans, Koreans, Japanese (and others) as tensions with China rise.
Countering this are your genius level arguments like "it's too cold".
